DEADLY FORCE TO DESTROY AN ANIMAL

In reviewing SOP Section 10.04.03 "Deadly Force to Destroy an Animal," the DFRB recommends the following changes:

• The SOP states that "[w]hen destroying an animal, Officers should, whenever possible, […] remove the animal to a place of relative safety for discharging a firearm or for using other reasonable means to destroy the animal, and out of public view if possible […]." The DFRB would like the SOP to add that officers may find it necessary to block off traffic in order to destroy an animal safely. If necessary, officers should take this precaution.
• The SOP states that "[w]hen an animal is destroyed, a written case report will be submitted to the Department." The DFRB would like the SOP to add that the case report need not be forwarded to the DFRB for review.

USE OF FIREARMS TO SEARCH BUILDINGS

The DFRB approves of the ability of officers to use firearms in the search of non-residential buildings without such activity having to be forwarded to the Vice President in charge of Police Services or reviewed by the Deadly Force Review Board.

USE OF FIREARMS IN ASSISTING OTHER DEPARTMENTS

The use of firearms in assisting other departments should be reported to Director of Police Services. However, such cases should be forwarded to the Vice President in charge of Police Services and the DFRB should be convened only if those cases occur (1) on campus or (2) involve persons associated with the campus.
