Web Site Design
Inappropriate: Aesthetics (pictures, text, pictures, layout) obscured the message and the page layouts were inconsistent.
Emerging: Aesthetics (pictures, text, pictures, layout) obscured the message or the page layouts were inconsistent.
Developing: Page was lacking one of the required features.
Skilled: Colors were aesthetically pleasing, pages were consistently laid out, pictures were relevant and useful.

Inappropriate: Navigation was unclear and everything was hard to find.
Emerging: Navigation was confusing and most information was hard to find.
Developing: Navigation was clear and most information was easy to find.
Skilled: Navigation was intuitive and the information was easy to find.

Content
Inappropriate: Content age level seemed inappropriate and content did not seem useful.
Emerging: Content age level of many of the sites seemed inappropriate and content of many of the sites was not useful.
Developing: Content age level of most of the sites was appropriate and the content was useful.
Skilled: Content age level was clearly appropriate to the age level and content was appropriate and relevant.

Annotations
Inappropriate: Most annotations were missing or contained minimal or misleading information about the web site
Emerging: Many annotations did not contain useful information and were missing required elements.
Developing: Annotations were clear, gave a critique of the site but some were missing one or more of the required elements
Skilled: Annotations were clear, useful, gave a useful critique of the cite and contained all of the required featutes

Emerging: Objectives aren't tied to state (or national) standards and aren't clearly assessable.
Developing: Objectives are tied to state (or national) standards or easily assessable but not both.
Skilled: Objectives are tied to state (or national) standards dan are easily assessable.

Lesson Plan's Activities
Inappropriate: Activities do not seem to help students construct knowledge and seem to have very little to do with objectives.
Emerging: Activities are not constructivist or do not seem to lead students toward objectives.
Developing: Activities seem to be constructivist and be related to the objectives but are not specific.
Skilled: Activities are clearly constructivist and clearly lead students to success on objectives.
