Sometimes the cost of completing a project is higher than the benefit, and it's better to cut your losses. Also, sometimes the project is too difficult to complete within the specified time-period.

Sometimes it's best to cut your losses. An evaluation procedure would be useful. AKA - How to determine when to cut your losses.
Halting a project doesn't mean the end of the world! You can take what knowledge you have gained and learn from your mistakes. You might decide you need to learn how to manage your time better, or to pick projects that are more reasonable and within your capabilities in the future.

UPDATE Halting brings truths out. You can identify the feelings of those involved by their actions after the project is terminated.
