Why we read the book- make the constitution tangible- not abstract & to pose the question- does PA have “a” common ground, a common code for our conduct?

Madison 's Managers presents a constitutional theory of public administration in the United States . Anthony Michael Bertelli and Laurence E. Lynn Jr. contend that managerial responsibility in American government depends on official respect for the separation of powers and a commitment to judgment, balance, rationality, and accountability in managerial practice.

The authors argue that public management -- administration by unelected officials of public agencies and activities based on authority delegated to them by policymakers -- derives from the principles of American constitutionalism, articulated most clearly by James Madison. Public management is, they argue, a constitutional institution necessary to successful governance under the separation of powers. To support their argument, Bertelli and Lynn combine modern political economy , which regards public administration as controlled through bargaining among the separate powers and organized interests, and traditional public administration , which emphasizes the responsible implementation of policies established by legislatures and elected executives while respecting the procedural and substantive rights enforced by the courts. These literatures are mutually reinforcing, the authors argue, because both feature the role of constitutional principles in public management. Madison 's Managers challenges public management scholars and professionals to recognize that the legitimacy and future of public administration depend on its constitutional foundations and their specific implications for managerial practice.

Madison was concerned that human impulses and greed and personal interests would over-ride government, so he wanted to protect government against this. (Federalism)

Discussion about federalism- layer cake- marble cake…… Bamboo? Bamboo federalism recognizes the role of non-profits, NGOs, faith based organizations and the media in effective public administration (especially during disaster response efforts).

Universal application of constitutional managerialism/principles regardless of culture or context?

Second - go over the applications of constitutional management. How much can we use this day to day in PA? Did the authors mean it more generally? Can constitutional principles be applied to people or institutions or both?

Next quarter we will go into management and leadership in depth, but let's scratch the surface tonight. Traditional leadership was based on hierarchical structures (power) and seeking efficient outcomes. In contrast, scholarship about the public leader of today is concerned about democratic processes, organizational design and policy effectiveness. The manager of the 21 st century must be interconnected with their citizenry, colleagues and (perhaps most importantly) with themselves via self-reflection and awareness. Such practices by today's managers lead to theories or conceptualizations about management, partnerships, listening to or evoking public interest, and organizational structures or change. The first twenty five years of the 20th century were dedicated to the pursuit of social Darwinism: “survival of the fittest.” This time period saw the proliferation of the rational model.

Tom Burns concluded that the managers he studied “…spent 80 percent of their time in contact with other people.” Management style is different than personal style because management style is specifically used to relate to subordinates and other managers within the work organization, while one's personal style may be simply how they interact with anyone in any social setting.
