In what ways are existing or possible communities excluded from the internet as it currently exisits?

Today we have many people who are very poor or even homeless that cannot have a place to live, imagine owning a computer. Everyone knows that without a computer there will be no access to the internet. The internet can open doors for many and with this comes opportunities for improving ones knowledge. How can we get the very poor or the homeless access to the internet?
