The "New Venues, Transformed Venues" proposed by Schuler "acknowledges that merely adding another venue, a particular type of online forum, for example, is not enough: existing institutions must be transformed over time if enlightened and empowered citizenship truly emerges."p10

The tenet "New Venues, Transformed Venues" seeks to leverage existing ICT as well as established brick and mortar institutions in an effort realize "Diversity of Deliberation Spaces and Approaches." Schuler recognizes the necessity for communication and deliberation, moreover that "Civic Intelligence" (civic ends through civic means), the capacity of a given society to collectively face the social, economic, and environmental challenges of today, requires a framework of digital and physical places facilitating access and collaboration. Furthermore, it must be noted that access and collaboration is not enough if bridges in and between ICT and physical meeting places are not realized.
