The right to property as articulated in John Hosper's Libertarian Manifesto is among the three rights that ought to be ensured by government. The right to property implies a rejection of taxation as it constitutes "moral cannibalism" in which other people are unjustly benefiting from the properties of others. Hosper's strongly rejects government regulation however, he does believe that in the case of pollution the government has a right to restrict the perpetrator's rights because they are infringing on the property right of others, namely the water, air, and soil that they depend upon. Aside from pollution regulation, Hospers contends that the right to property is best ensured by an unfettered free market.
