Librarians typically wish to serve the public in the best way possible. They also aspire to serve the whole public. As a structure, libraries tend to take the "Open to All" slogan seriously. This makes the practice of inclusiveness a natural process within libraries.

Yet, the formation of solid structures within the library career field (which stand as extensions of this work towards universal acceptance) did not start for awhile. That is, these resources did not immediately form as a part of central organizations like the American Library Association. Separate committees were created first.
